Which Roads Require a Vignette in Romania?
All national roads (drumuri naționale, marked DN), European routes (E-roads), and motorways (autostradă, marked A). Unlike most European countries, the Romanian rovinieta covers the entire national road network including non-motorway DN roads. Municipal city streets are exempt.
Vehicles: All motor vehicles. Category A (private passenger cars up to 3,500 kg) is most common. Category B (goods vehicles up to 3,500 kg). Higher categories (C–H) for heavy vehicles and buses. Motorcycles are EXEMPT.
How to Buy the Romania Vignette
The easiest way is to buy online before you travel. You can also purchase at petrol stations near the border.
Go to roviniete.ro (official CNAIR portal, available in Romanian and English).
Enter your vehicle registration and select category A (most passenger cars).
Choose the validity period and pay by card. Activation is immediate.
You will receive a confirmation by email or SMS. No physical document is required.
Alternatively, buy at petrol stations throughout Romania or at border crossings upon entry.

Fines for Driving Without a Vignette in Romania
Fine amount
250 RON minimum (~€50) to 4,500 RON maximum (~€905) for missing rovinieta. Police can detain your vehicle until the fine is paid and a rovinieta is purchased. Fines are recoverable via EU cross-border enforcement.
How enforcement works
CNAIR (National Road Infrastructure Company) operates a fully automated ANPR camera network nationwide on roads and at toll plazas. Cameras scan every passing plate — foreign plates included — and cross-reference with the rovinieta database instantly. Traffic police also conduct random roadside stops. Non-payment notices are sent to the registered owner's home country.
Important Tips & Notes
Unlike most European vignettes, the rovinieta is required on ALL national roads (DN-numbered routes), not just motorways. The DN1 (Bucharest–Brașov) is a national road and requires a vignette.
Motorcycles are EXEMPT from the rovinieta.
